Bad Command (Sharp)

The Bad Command occurs when trying to send or save a program that either has no space allocated for it or has a wrong allocation.  For example, the error occurs when:

A)    You have allocated the register for no employees, but you either try to send 5 employees via PC/POLL or save the Employee file.

B)    The register is allocated for 5 employees, but you try to send 6 using PC/POLL.
